El Presidente de la República y los Gobernadores, Intendentes o Comisarios designarán Alcaldes del mismo movimiento y filiación política del titular en los casos de faltas absolutas o de suspensión. Si las faltas fueren temporales, salvo la suspensión, el Alcalde encargará del despacho a uno de los secretarios o al secretario. Si no pudiere hacerlo, el Secretario de Gobierno o de la Alcaldía asumirá las funciones mientras el titular se reintegra o encarga a uno de los secretarios.
