Cuando se permitiere embarcar o desembarcar a personas que según la ley no pueda hacerlo, antes del recibo oficial de la nave, todo aquel que a sabiendas tuviese que ver en ello o a ello hubiere ayudado, incurrirá en una multa de cien pesos ($100) por cada persona que así se embarcare o desembarcare.
