Art. 15. Cualquier empresa industrial, establecimiento, comunidad ó persona, que desde la fecha de este acto legislativo se le concede franquicia aduanera sobre los artículos que introduzca, en virtud de contrato posterior, pagará al retirar las mercaderías de la respectiva Aduana los correspondientes derechos de importación, los cuales serán devueltos tan pronto como el Ministerio de Hacienda ordene la respectiva exención.
