º . Objeto y principios . El presente decreto tiene como objeto reglamentar la habilitación de las empresas de Transporte Público Terrestre Automotor Especial y la prestación por parte de estas de un servicio eficiente, seguro, oportuno y económico, bajo los criterios básicos de cumplimiento de los principios rectores del transporte, como el de la libre competencia y el de la iniciativa privada, a los cuales solamente se aplicarán las restricciones establecidas por la ley y los Convenios Internacionales.
