En el mismo dia i a la misma hora. de las doce, reunidos en el local de la Gobernacion el Gobernador de la provincia, el Administrador principal de correos en las provincias de fuera de la capital, i en esta el Tesorero jeneral i el secretario de la Gobernacion, se abrirán a su presencia todas las ofertas que se hayan pre- sentado, se leerán en público por el secretario i se aceptarán por el Gobernador i Administrador de correos o Tesorero jeneral, respectivamente, las mas favorables, estendiéndose con claridad la dilijencia en que consten todas las ofertas, i aquella o aquellas que se han aceptado.
