El Instituto Nacional de Vías, Invías o la entidad que este designe, tendrá a cargo la Administración de la infraestructura portuaria ubicada en jurisdicciones diferentes a la de Cormagdalena. Estas entidades responderán por la organización y operación de la misma, y deberá atender a los usuarios de la navegación fluvial en la no concesionada, caso contrario la responsabilidad será del concesionario.
