Se presume explotador al dueño de las instalaciones, equipos y servicios que constituyen el aeródromo, a menos que haya cedido la explotación por documento inscrito en el registro aeronáutico.
En los casos en que un aeródromo sea construido u operado por acción comunal, o de otra manera semejante, a falta de explotador inscrito se tendrá por tal al municipio en cuya jurisdicción se encuentre.
