Esta Ley regirá desde su sanción, y los gastos que demande su ejecución se incluirán en el Presupuesto de la próxima vigencia. En caso de que no se incluyeren, el Gobierno queda facultado para abrir los créditos adicionales o para hacer las traslaciones que demande su cumplimiento.
