El Gobierno procederá a establecer balnearios en las poblaciones de Santa Marta y Buenaventura y a construir las obras necesarias para atracciones y comodidades del turismo. Asimismo, el Gobierno construirá un hotel en la ciudad de Popayán y otro en la Sierra Nevada de Santa Marta en el sitio que sea aconsejable para fomentar el turismo nacional y extranjero.
