Destínase la suma de treinta mil pesos ($ 30.000) para auxiliar a los damnificados por la inundación acaecida en el Municipio de Herveo, Departamento del Tolima, en el mes de noviembre de 1930, y para la reconstrucción de la planta eléctrica del mismo Municipio destruida por la inundación expresada. Dicha cantidad será entregada a una Junta compuesta por el Gobernador del Tolima, el Cura párroco de Herveo y el Presidente del Concejo de ese Municipio. Esta Junta funcionará ad honorem , y nombrará como Tesorero a uno de sus miembros, el cual está obligado a rendir cuenta pormenorizada de la inversión del auxilio a la Contraloría General de la República.
