Los estudiantes que viajen al Exterior con el fin de ingresar a institutos de enseñanza secundaria y profesional, tienen derecho, siempre que lo soliciten y que llenen los requisitos de los artículos 3°, 4° Y 5° del presente Decreto, a recibir un pasaporte ordinario, contramarcado con tinta roja, así: " Estudiante ".
