Art. 16° Los forros de tela cruda ordinaria, los encerados i los cajones de madera que solo tengan por objeto cubrir las mercancias en el tránsito i que a su llegada a las Adunas o a las Oficinas de Comercio resulten inútilizados o poco ménos, no se reputarán por mercaderias sujetas al pago de derechos de importacion.
