Art. 1.° Del ausilio concedido por el artículo 1.º de la lei 21, de catorce de mayo de mil ochocientos setenta i cuatro, podrá destinar el Gobierno del Estado de Santander la suma necesaria para la esploracion i trazo de una via férrea que ponga en comunicación el valle de Cúcuta con el rio Magdalena.
