Los empleados de Gendarmería y de Policía que residan en los Departamentos son Agentes inmediatos del respectivo Gobernador, y como tales están subordinados á éste y sujetos á sus órdenes, sin perjuicio de que estas puedan ser modificadas ó revocadas por el Ministerio de Guerra. Los Gobernadores podrán hacer todas las indicaciones que a su juicio crean oportunas y convenientes para el mejor y más eficaz servicio de los Cuerpos de Gendarmería.
