Las cantidades a que se refiere el artículo 2º serán entregadas por quien corresponda al Gobernador de Boyacá, una vez que exhiba el certificado del Ministerio de Gobierno, de haber presentado un estudio o análisis científico cualitativo, cuantitativo y terapéutico de las aguas minero-medicinales del Municipio de Paipa, estudio hecho por autoridades en asuntos de química y física; y un ejemplar del plano del terreno, edificios, etc., que se consideren necesarios para instalar las dependencias de que ha de constar el establecimiento de baños sanatorios en referencia.
