º Delégase en los alcaldes de las ciudades capitales de Departamento y en los de aquellas en las cuales se presta actualmente el servicio de transporte público urbano, la facultad de fijar con sujeción a las normas contenidas en el Decreto 588 de 1978, las tarifas que correspondan por la prestación de este servicio, cuando él no sea subsidiado por el Estado. Las tarifas por la prestación del servicio de transporte público colectivo urbano, con subsidio del Estado, serán fijadas por el Ministro de Obras Públicas y Transporte.
