Población objeto. El presente decreto, por medio del cual se adopta la Política Pública de Convivencia y Seguridad Humana, será aplicado a toda persona natural y jurídica, que haga parte del territorio colombiano, sin distinciones por razones de sexo, raza, origen nacional o familiar, lengua, religión, opinión política o filosófica, identidad de género, discapacidad física, mental, intelectual o sensorial, prevaleciendo para ello el enfoque diferencial.
