Art. 52. Los miembros del Consejo tienen derecho a concurrir a las sesiones públicas de las Cámaras, pero no podrán tomar parte en las discusiones sino aquellos de sus miembros que hayan sido designados por el Consejo mismo, cuando a su turno este haya sido excitado por la Cámara para que concurra a algún debate.
