Vigilancia administrativa . Corresponde a la Secretaría de Hacienda la vigilancia administrativa y financiera de las actividades presupuestales de todas las dependencias del gobierno departamental, conforme a las orientaciones, que le señale el Gobernador del Departamento, sin perjuicio del control numérico legal que le corresponde ejercer a la Contraloría Departamental. En uso de esta facultad, el Secretario de Hacienda vigilará y registrará la ejecución presupuestal, ordenará visitas de control a las Secretarías, unidades administrativas, oficinas de manejo, pagadurías y entidades descentralizadas departamentales.
