º El artículo 1º del Decreto 365 de 1987, quedará así: "A partir del 1º de enero de 1995, ninguna persona podrá ser propietaria, directamente o por interpuesta persona, de mas del 20% del capital suscrito y en circulación de una institución financiera. Para tal efecto, deberá cumplirse un programa de democratización gradual, en los términos del presente Decreto".
