El ministerio de obras públicas franqueara a los prestamistas todos los estudios, planos, presupuestos y antecedentes de las obras de Cartagena, que reposen en su poder; el ministerio tendrá la facultad de aprobar, improbar o modificar los planos de las obras levantadas por los contratistas; y por medio de interventores ejercerá el control administrativo de todos los trabajos.
