El auxilio a que se refiere el artículo anterior se entregará al Tesorero de una junta que se llamará Junta del Centenario y que se compondrá del Presidente de la Cámara de Comercio, del Presidente de la Academia de Historia y del Presidente del Concejo Municipal de Cartagena. El Tesorero prestará fianza de manejo y rendirá sus cuentas ante la Contraloría General de la República.
