Los municipios de los departamentos que de acuerdo a lo previsto en la Ley de Regalías, sean beneficiarios de los recursos de escalonamiento, podrán acceder a estos mediante la formulación, presentación y ejecución de proyectos a través de la metodología que para el efecto tiene previsto el Departamento Nacional de Planeación.
