El artículo 240 del Decreto-ley 1344 de 1970, quedará así:
Artículo 240. El funcionario de tránsito competente impondrá la sanción que corresponda a la falta por resolución motivada. Parágrafo. En los lugares donde existan Inspecciones Ambulantes de Tránsito, los respectivos inspectores podrán imponer al infractor la sanción correspondiente en el sitio y hora donde se haya cometido la contravención, respetando el derecho de defensa.
