A los actuales poseedores materiales que hayan edificado en los terrenos mencionados y que, de acuerdo con lo que el Concejo Municipal establezca en desarrollo de la presente Ley, comprueben que son completamente pobres, el Municipio les podrá transmitir la propiedad, sin pagos de derechos fiscales, a título de donación en la forma que parezca más conveniente.
