Art. 38. No son pastores hábiles ni podrán ser admitidos como fiadores : 1.° Los que no puedan obligarse por sí ; 2 ° Los deudores de plazo cumplido á las rentas del Departamento, de los Colegios, ó de los Distritos ; 3.° Los empleados civiles y militares que ejerzan jurisdicción ó autoridad en todo el Departamento, ó en la Provincia ó éntidad á que se refiera el remate.
