A la Colonia Penal del Sarare, que el Gobierno organizará en el menor término posible, serán enviados los sentenciados a más de cuatro (4) meses de presidio, reclusión o prisión, por las autoridades judiciales o administrativas de la Provincia de García Rovira, y los condenados en la misma forma por los Jueces de los Distritos Judiciales de Bucaramanga, Pamplona y San Gil, así como los condenados por vagos y rateros por las autoridades de los Departamentos de Santander.
