El Instituto Colombiano de Energía Eléctrica, E.S.P. , creado por la Ley 80 de 1946, reestructurado por el Decreto-ley 3175 de 1968 y por el Decreto 2120 de 1992, es una Empresa Industrial y Comercial del Estado, del orden nacional, vinculada al Ministerio de Minas y Energía, con personería jurídica, autonomía administrativa y con patrimonio propio. El Instituto utilizará como sigla ICEL.
