Relévase igualmente al Estado soberano del Magdalena de la responsabilidad que contrajo i acepté por la lei 49 de diez i nueve de agosto de mil ochocientos setenta i siete, en virtud de la cual se eximió a Tomas E. Abello de la obligacion que le impuso la Corte Suprema federal por sentencia de veintiuno de febrero de mil ochocientos setenta i siete.
