Aprobada por la Junta Directiva la ejecución de una obra mediante el sistema de valorización y la zona de influencia correspondiente; el Director ejecutivo de la Corporación, o quien éste designe, procederá a citar en forma general a los contribuyentes con el fin de que elijan la Junta que los represente.
