El artículo 4º de la Ley 25 de 1931 quedará así: "Toda persona que tenga establecida o que en lo sucesivo establezca una explotación económica del suelo, en las tierras baldías de la Sierra Nevada de Santa Marta, tendrá derecho a que el Gobierno le adjudique la extensión explotada y un tanto más del terreno adyacente baldío, de acuerdo con las disposiciones generales sobre la materia."
