Art. 3.º El Poder Ejecutivo hará levantar un plano topográfico de la extension expresada, con todos los detalles necesarios, como la extension de sus bahías, su profundidad y demás cualidades favorables y desfavorables, para que pueda darle la debida aplicacion á los terrenos dichos.
