Vigencia. El presente decreto rige a partir de la fecha de su publicación y deroga las normas que le sean contrarias, en especial el Decreto 2553 de 1999 con excepción de los artículos 2, 3, 25, 26, 27 y 28 y el Decreto 219 de 2000 con excepción de las disposiciones relativas al uso del suelo y ordenamiento urbano, agua potable y saneamiento básico, desarrollo territorial y urbano y a la política habitacional integral.
