Los auxilios decretados por los dos artículos anteriores, serán incluídos en los Presupuestos Nacionales por el Gobierno, dentro de las apropiaciones para el Ministerio de Educación, a partir de la próxima vigencia. En caso de no hacerse apropiaciones presupuestales, el Gobierno queda facultado para hacer traslaciones y abrir créditos adicionales con esta finalidad y hasta por esa cuantía, para darle cumplimiento a este mandato, dentro de las vigencias fiscales de 1961, 1962 y 1963.
