Terminado que sea cada uno de los cuarteles enumerados, las economías que obtenga el Gobierno podrá destinarlas a completar las partidas de otros cuarteles, que por cualquier motivo resultaren insuficientes. Estas construcciones deberán quedar terminadas en un período de tres años.
