Conformación. Las asociaciones de usuarios de aguas estarán constituidas por quienes aprovechen aguas de una o varias corrientes comprendidas por el misma sistema de reparto. Las asociaciones de canalistas estarán integradas por todos los usuarios que tengan derecho a aprovechar las aguas de un mismo cauce artificial. (Decreto 1541 de 1978, artículo 267).
