De los impuestos o participaciones que se perciban en los contratos, concesiones, licencias o permisos, que se celebren u otorguen de acuerdo con el Decreto 1196 de 1940, al tesoro de las entidades a quienes se haya cedido su usufructo, ingresará únicamente el monto fijado en las leyes de cesión, y el excedente entrará al Tesoro Nacional.
