º. Servicio universal. Para efectos del presente decreto se entiende por Servicio Universal como aquel que pretende llevar el acceso generalizado a los hogares de los servicios básicos de telecomunicaciones, iniciando con el servicio de telefonía y posteriormente integrando otros servicios a medida que los avances tecnológicos y la disponibilidad de recursos lo permitan.
