El Gobierno queda autorizado para contratar no solo los estudios previos indispensables, sino la construcción misma de las obras. Los contratos que en virtud de esta autorización celebre el Ministerio de Obras Públicas, solo requieren la aprobación del Poder Ejecutivo, previo concepto del Consejo de Ministros.
