El Ministro de Educación Nacional, mediante acto administrativo conformará grupos internos de trabajo, distribuirá los empleos y ubicará el personal en los cargos de la planta globalizada a que se refiere el artículo segundo del presente Decreto de acuerdo con la estructura interna, planes y programas adoptados y las necesidades del servicio.
