Las medidas de atención, asistencia, reparación y restitución establecidas en el presente decreto se basan en el principio de tratamiento especial y diferenciado a que tienen derecho las comunidades y sus miembros individualmente considerados. Las normas, procedimientos y mecanismos diseñados para tal efecto, deben interpretarse en función de la pertenencia étnica y cultural y los derechos colectivos de las comunidades.
