Vigencia. El presente Decreto rige a partir de la fecha de su publicación, modifica la Ley 19 de 1958 y los Decretos números 2410 de 1989, 2167 de 1992, 367 de 1994, 1273 de 1994 y deroga todas las disposiciones que le sean contrarias.
