Art. 4.° El Gobierno ratifica la oferta que tiene hecha de que toda cantidad que obtenga por emprésito ú otra operación análoga en el extranjero, se destinará, importándola en barras de plata, al cambio de los billetes del Banco Nacional, á cuyo efecto ingresará á las cajas de éste, salvo resolución legislativa en contrario.
