Artículo octavo. Los sobrantes que se causen en las partidas para sueldos, deberán ser reintegrados mensualmente por el Secretario-Pagador-Almacenista al Tesorero General de la República. No así los sobrantes que se causen de las partidas de sostenimiento y dotación, que podrán ser destinados por el Director Departamental de Higiene para ampliación y mejora de los servicios mediante resoluciones que para su validez requieren la aprobación del Ministerio de Higiene.
