Artículo primero. El Instituto Colombiano Agropecuario, es un establecimiento público del orden nacional, adscrito al Ministerio de Agricultura, con personería jurídica, autonomía administrativa y patrimonio independiente, creada y estructurado de conformidad con los Decretos 1050, 2420 y 3130 de 1968 y 133 de 1976 y. demás disposiciones reglamentarias, y que se rige también por el presente estatuto orgánico. El Instituto Colombiano Agropecuario usará la sigla ICA. La duración del Instituto es indefinida.
