Art. 1º. De conformidad con lo dispuesto en el artículo 3º de la Ley 14 de 1886, las armas y municiones de guerra que se hallan en poder de particulares serán compradas por la República, siempre que sus tenedores las ofrezcan dentro de tres meses contados desde la promulgación de dicha Ley. Las que no fueren ofrecidas dentro de ese término, serán decomisadas y sus dueños considerados como conspiradores.
