En el ejercicio de dicha autonomía, aceptada y reconocida por el Derecho Internacional de los Derechos Humanos, el Estado puede apreciar y evaluar la complejidad, duración y gravedad del conflicto armado interno con el fin de diseñar y adoptar los mecanismos de justicia para lograr la paz dentro del respeto a los parámetros establecidos en el derecho internacional, en especial el Derecho Internacional de los derechos humanos.
