Las sumas que se apropien en la presente Ley se incluirán en el presupuesto de la próxima vigencia, y, en caso de no hacerse, autorizase al Gobierno para efectuar traslados, abrir los créditos correspondientes o efectuar las operaciones de crédito que estime necesarias.
