Este Decreto sustituye el Decreto No. 2226 de 18 de diciembre de 1931 y regirá desde su publicación en el Diario Oficial, a excepción de los aumentos y creación de nuevos impuestos que establece, los cuales regirán desde el 1o. de febrero de 1932, debiendo aplicarse hasta esta fecha las disposiciones sustituidas relacionadas con los impuestos que quedan aumentados en el presente Decreto.
