Art. 208. Los despachos telegráficos que se expidan conforme á los dos artículos precedentes, deberán siempre ser presentados personalmente en la Oficina telegráfica por el Secretario del respectivo Tribunal, con firmas autógrafas, con su número de orden y papel timbrado el efecto, requisitos sin los cuales no serán recibidos por los telegrafistas. Además, los despachos serán ratificados por la primera autoridad política del lugar de la expedición, la cual dirigirá su ratificación de autenticidad á la primera autoridad política del lugar destinatario.
